Sheff Wed Deals with Serious Challenges, Declares Football Regulator

'We are going to be a part of football's future' - independent football regulator David Kogan

Sheffield Wednesday's current difficulties are seen as a "major concern" and the new football authority is looking to gain the ability to look into club affairs in such situations, the newly appointed chairman the official has announced.

During an extensive discussion, the regulator, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations connected to the Championship side in recent days.

The Championship side have been struggling on and off the field in 2025, with the club failing to pay players on time on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and dealt with."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman indicated in the summer he would be willing to sell up at the stadium, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in earlier this year led to sanctions by the football authorities in summer, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

The regulator explained: "The position was created for the supporters of Wednesday, Bury or any football club where supporters are loyal to a regional establishment that has represented their community in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

When asked if the regulator could force an proprietor to divest a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being able to work with that chairman to fix the issues that the club's facing and the chairman's encountering," the chairman stated.

"In actuality, when you review the record of football, over the past few decades there have been certain proprietors, not many, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to lay out the remit of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved could disappear rapidly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we've got to keep it going.

"Substantial financial resources coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Premier League Concerns

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of this country. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any form of political activity."
